The Pennsylvania Institutional Law Project sent a letter to the Department of Corrections Chief Counsel TIm Holmes demanding universal testing of staff and incarcerated people at all DOC prisons. The letter also calls for better measures to be put in place with regards to social distancing and out-of-cell time, amid a drastic spike in COVID-19 cases across the Commonwealth.
