The Pennsylvania Institutional Law Project provides assistance to incarcerated or institutionalized low-income people whose constitutional rights have been violated within the institution.

Client Eligibility

To be eligible for our services, you must be housed in one of the following locations:

  • Prison (state and federal)

  • Jail

  • State hospital (due to to being mentally challenged), or

  • State center (due to developmental disability)

  • Immigration detention center

  • Halfway house

  • Community living arrangement (due to developmental disability)

Income guidelines: 125% of the federal poverty level | Geographic guidelines: Pennsylvania residents only
