Lawyers for the Pennsylvania Institutional Law Project have sent an advocacy letter on behalf of Edison McClellan, who has been detained at York County Prison since 2023. Mr. McClellan has not received adequate disability accommodations despite significant mobility limitations from prior injuries. Prison staff routinely shackle him in ways that prevent him from using his cane, forcing him to walk long distances in pain and without proper support.
As a result, he has suffered repeated falls, worsened injuries, and ongoing pain and weakness that further impair his mobility and independence. These practices raise serious concerns under the Americans with Disabilities Act (ADA). Immediate steps are needed both to provide proper accommodations for Mr. McClellan and to implement policies ensuring that all incarcerated individuals with disabilities receive lawful, humane treatment.
